This is an action for declaratory judgment brought by plaintiff-respondent under the provisions of sec. 227.05, Stats., claiming
that its double chair carrier water closet fitting containing a single two-inch air vent is not prohibited by the terms of
sec. 145.01 (1) (e), secs. H 62.01 (12), 62.03 (1), 62.06 (2), and 62.06 (5) (c), 2 Wis. Adm. Code. In the alternative, demand
was made that if such sections do apply their application be held to be unconstitutional. Plaintiff's plumbing fitting is called the Unitron. The Unitron is a plumbing fitting designed to permit the connection of
two water closets in a back-to-back relationship. Such installations are typical in office or commercial buildings where the
men's washroom and the women's washroom are separated by a wall. The water closets are at the back of the wall and connected
thereto. They do not rest on the floor. Cleaning of washrooms is thereby facilitated.
